It's not often that you see a paint program focus more on painting than photo manipulation, but ArtWeaver Photo Editor does just that. Like Paint.NET, it allows you to work with layers; however, it is heavily geared towards the painting aspect and gives you the tools necessary to do the job. While it does have tools that can edit photos, including undos and effects, it also offers a full range of painting tools such as various brushes, sponges, inks and chalks. Because of this, you can edit and manipulate the photo you import into the program, as well as paint and improve upon the look of the photo by hand; this way, you don't have to rely on built-in effects and can add the look you want by hand.
